Isn't this against Google guidelines and can get your site banned? Paying, by way of a contest for people to link to you? Pay Per Post? I'm not sure so I forwarded this to Google just to be sure. If they're ok with it, I want to do it myself for my site. Great blog.

Not much of a difference at all. You asked for people to link to you and write about your new site in exchange for the possibility of winning a camera. That's trying to game Google.
There's nothing wrong if he would like some link exchanging as well right? Some people even pay you for posting into forums. Now that's awful. This is his marketing strategy =) And I don't see what have this have any relations to Google.
It's called getting publicity, which is a concept that came about long before Google existed... Google isn't some almighty ruler of the universe, no matter how arrogant they are.
